Quarantotto impianti di depurazione controllati (14 dei quali non a norma) di cui tre sequestrati insieme a una stazione di sollevamento delle acque reflue e a un canale collettore per violazioni della normativa in materia di gestione degli impianti e omesso smaltimento di fanghi; 42 attività produttive setacciate, 29 delle quali sottoposte a sequestro (5 cementifici, 14 autolavaggi, 2 autofficine, 2 lavanderie industriali e 6 imprese agricole) per violazioni in ordine alla normativa di settore. Sono alcuni dei numeri, resi noti nel corso di una conferenza stampa, dell’operazione “Deep 2” svolta nella giornata di ieri dall’arma dei Carabinieri lungo i litorali della provincia di Reggio Calabria. Sono stati, inoltre, eseguiti in totale 84 campionamenti di acque di fanghi da depurazione, i cui esiti saranno inviati e sottoposti al vaglio dell’autorità giudiziaria competente per l’emissione di eventuali provvedimenti. risultano contestate ingenti sanzioni pecuniarie per un complessivo di circa 400.000 euro e denunciate 51 persone. L’operazione, a cura del comando provinciale dei Carabinieri di Reggio Calabria, è stato spiegato dal comandante della Legione Carabinieri Calabria, Gen. di Brigata Pietro Francesco Salsano e dal comandante della Regione Carabinieri Forestale, Col. Giorgio Maria Borrelli, è stata denominata “Deep 2” sulla scia della stessa attività che il mese scorso ha interessato le province di Vibo Valentia, Catanzaro e Cosenza e ha permesso di confermare -comunica l’Arma- quanto l’inquinamento acqueo risulti particolarmente accentuato in Calabria. Ciò emerge dal ciclico intorbidimento delle acque marine, che si verifica soprattutto nella stagione estiva quando si registra un aumento della popolazione dimorante sulla fascia costiera e anche alla luce dei risultati di numerosi accertamenti tecnici eseguiti tramite la campionatura delle acque per esami specifici condotti da enti specializzati. La statistica, realizzata con l’analisi dei dati dell’Istituto Superiore per la Protezione e la Ricerca Ambientale, colloca la Calabria tra le ultime regioni per produzione e trattamento di fanghi provenienti da acque reflue urbane, rapportata alla popolazione residente (cosiddetto indice di potenziale smaltimento non controllato/illecito dei fanghi). Per comprendere l’entità del fenomeno -sottolineano i carabinieri- basta pensare che nel 2019, in Calabria sono state dichiarate 34.072 tonnellate di fanghi regolarmente trattati a fronte di una popolazione di 1.860.000 abitanti mentre sono state 90.660 le tonnellate dichiarate, sempre nel 2019, per 1.600.000 abitanti nella regione Sardegna e, ancora, 299.814 tonnellate di fanghi trattati dalla Puglia nello stesso anno a fronte di circa 4.000.000 di abitanti. La complessa attività -è stato fatto rilevare- recepisce anche le istanze, volte ad arginare il fenomeno dell’inquinamento delle acque fluviali e marine, sia di alcune Procure della Repubblica, sia della Regione Calabria. L’intervento dei carabinieri è stato indirizzato alla prevenzione ed al contrasto dell’inquinamento ambientale, mediante azioni utili a conoscere e valutare il fenomeno in ambito regionale e, nel contempo, valorizzare le funzioni di polizia ambientale affidate in ambito nazionale all’arma dei Carabinieri ed espresse in particolar modo dalle sue componenti specializzate e dall’intero comparto Forestale. Gli inquirenti segnalano anche il “costante pericolo d’infiltrazione della criminalità comune ed organizzata nella gestione del ciclo dei rifiuti, in ragione dei rilevanti interessi economici”. L’operazione si è giovata del supporto tecnico specializzato dell’Agenzia Regionale per la Protezione dell’Ambiente della Calabria (Arpacal) oltre che della Stazione Zoologica Anton Dohrm, ai fini del campionamento di acque reflue e fanghi per intercettare eventuali flussi inquinanti e procedere ad un’articolata attività di analisi dei dati informativi raccolti nel corso dei vari servizi di controllo del territorio finalizzati ad individuare le fonti di potenziale inquinamento fluviale e marino quali siti di depurazione, aree palustri e canali di scolo in prossimità della costa. L’attività di monitoraggio ha interessato siti di depurazione, e corsi d’acqua lungo il loro naturale percorso per poi procedere alla campionatura di acque e terriccio sottoposti a successiva analisi in laboratorio al fine di individuare la tipologia di prodotti chimici inquinanti. Militari dello Squadrone Eliportato Cacciatori di Calabria hanno eseguito perlustrazioni in territori impervi, risalendo alcuni corsi d’acqua, tra cui i fiumi Mesima e Petrace che sfociano sulla costa tirrenica, il torrente Caserta e la Fiumara Annunziata a Reggio Calabria, nonché i torrenti nella piana di Gioia Tauro e nella Locride, fino alle sorgenti nell’eventualità che alcune aziende, distanti anche centinaia di metri dal torrente, attraverso tubazioni abusive sversino liquami direttamente nell’alveo fluviale. In una prossima fase – annuncia l’Arma – la procedura di verifica sarà ulteriormente approfondita mediante il confronto delle analisi chimico-biologiche eseguite sui campioni prelevati e l’eventuale corrispondenza con i residui prodotti dalle attività che possono aver determinato la contaminazione. La complessa operazione di ieri ha visto in campo squadre congiunte di carabinieri dell’organizzazione territoriale e per la tutela forestale, ambientale e agroalimentare affiancati, per la perlustrazione di aree impervie e acquitrinose, da Squadre operative dello Squadrone Eliportato Cacciatori di Calabria, con il supporto aereo dell’8° Nucleo Elicotteri CC di Vibo Valentia, nonché specialistico del Nucleo Investigativo di Polizia Ambientale Agroalimentare e Forestale di Reggio Calabria.
Occhiuto: “Un importante tassello per contrastare i reati ambientali”
“L’operazione ‘Deep 1‘ -realizzata dalla Legione Carabinieri Calabria, guidata dal generale di Brigata Pietro Francesco Salsano, con il coordinamento della Procura di Reggio Calabria- rappresenta un altro importante passo in avanti nel contrasto ai reati ambientali, che purtroppo continuano ad interessare la nostra Regione e che ogni anno devastano un patrimonio naturalistico di inestimabile valore”. Lo afferma in una nota Roberto Occhiuto, presidente della Regione Calabria. “Fin dal mio insediamento -aggiunge- ho posto la tutela dell’ambiente al centro dell’impegno istituzionale e dell’agenda di governo della Giunta regionale, attivando tutte le sinergie necessarie a un’urgente e fondamentale inversione di rotta, anche ad esempio attraverso la collaborazione avviata a novembre con la Stazione Zoologica Anton Dohrn. Un primo risultato era stato ottenuto con l’operazione ’Deep’, realizzata nelle scorse settimane nei territori di Catanzaro e Vibo Valentia. Oggi – grazie al prezioso impegno di magistratura e forze dell’ordine – si aggiunge un altro tassello, con numerosi provvedimenti di sequestro, e decine di sanzioni e denunce, che se da un lato certificano una diffusa violazione delle norme ambientali, dall’altro attestano una presenza forte dello Stato”.
