La sentenza emessa nella serata di ieri dal Tribunale di Crotone fa sentire i suoi effetti sugli enti locali crotonesi, in alcuni casi paralizzati o commissariati per infiltrazioni mafiose. Le condanne confermano il pieno coinvolgimento di amministratori pubblici ed esponenti politici del Crotonese nei traffici della cosca Farao-Marincola di Cirò così come aveva ipotizzato la Procura antimafia di Catanzaro nell’indagine Stige che a gennaio del 2018 portò all’arresto di 169 persone tra affiliati ai clan, imprenditori e, appunto, sindaci, assessori, consiglieri comunali. Ai quali, in alcuni casi, sono state inflitte pene anche maggiori di quelle richieste dalla pubblica accusa. Come i 13 anni di reclusione (a fronte dei 12 chiesti dal pm) comminati per associazione mafiosa a Nicodemo Parrilla, che al momento dell’arresto era sindaco di Cirò Marina e presidente della Provincia di Crotone; come i 15 anni e 6 mesi inflitti all’ex vice sindaco della stessa cittadina Giuseppe Berardi; come gli 8 anni comminati a Michele Laurenzano, all’epoca sindaco di Strongoli. Condanne cui si aggiungono a quelle per l’ex consigliere comunale di Cirò Marina Dino Carluccio e per due ex consiglieri comunali di Crucoli: Tommaso Arena e Gabriele Cerchiara. Senza contare che in un primo troncone del processo celebrato con rito abbreviato era già stato condannato un altro ex sindaco di Cirò Marina: Roberto Siciliani.
Gli effetti di quell’inchiesta giudiziaria seguita dalle misure cautelari si sono subito riverberati sugli enti locali; nei mesi immediatamente successivi, infatti, su input dell’allora ministro degli Interni Marco Minniti, vennero sciolti quattro consigli comunali: Cirò Marina, Strongoli, Casabona e Crucoli. Ma mentre nei primi due sono stati ripristinati gli organismi democratici in seguito a regolari elezioni, gli altri due sono ancora retti da commissari prefettizi.
Una situazione anomala considerato che sono trascorsi tre anni dallo scioglimento per mafia. I cittadini di Casabona e Crucoli sarebbero dovuti tornare alle urne nell’autunno scorso, tuttavia l’emergenza Covid ha causato lo slittamento delle elezioni alla primavera di quest’anno. Ma è probabile che neppure questa volta, permanendo l’alto numero di contagi, si andrà a votare. E con Casabona e Crucoli non andrebbero a votare neppure i cittadini di Cotronei e Pallagorio, dove gli organismi sono in scadenza naturale. Il mancato rinnovo dei consigli nei quattro comuni a sua volta impedisce l’elezione anche del presidente della Provincia di Crotone, che è retta da un facente funzioni dal dicembre del 2019 quando l’allora presidente Ugo Pugliese si dimise dalla carica dopo aver ricevuto un avviso di garanzia che lo indusse a lasciare anche la poltrona di sindaco della città.
A Pugliese è subentrato il consigliere anziano Luigi Dell’Aquila che però lo scorso anno si è candidato al consiglio comunale di Cirò Marina ed ha lasciato la presidenza ad un altro consigliere anziano: Simone Saporito. Anche le elezioni provinciali hanno subito un primo slittamento per via del covid. Nei giorni scorsi, quindi, il facente funzioni Saporito aveva fissato la data del voto al 31 marzo prossimo. Senonché è intervenuto un emendamento inserito nel decreto Milleproroghe che prevede il rinvio del termine delle elezioni provinciali a sessanta giorni dopo la proclamazione degli eletti nel turno delle elezioni amministrative comunali del 2021. In sostanza significa che, se ci sono Comuni che nei prossimi mesi dovranno eleggere sindaci e consiglieri, bisognerà attendere l’esito di quelle elezioni e dopo 60 giorni si potrà procedere con l’elezione del presidente della Provincia.
