“Il Presidente della Regione, Mario Oliverio ha incontrato venerdì mattina nella Cittadella regionale i sindaci di tutti i Comuni calabresi al di sotto dei duemila abitanti per dare avvio alle procedure di stanziamento di circa 11 milioni di euro da destinare a opere relative alla viabilità. Si tratta di un piano di messa in sicurezza delle strade per oltre 200 Comuni delle aree interne, approvato e finanziato recentemente con delibera Cipe”. Lo riferisce un comunicato dell’ufficio stampa della Giunta regionale. “Questo programma – ha detto Oliverio – è stato integrato dalla Regione con ulteriori fondi, circa un milione di euro, al fine di consentire anche alle amministrazioni non contemplate nel programma nazionale di concorrere a questo importante contributo. Il programma comprende infatti 192 Comuni definiti come appartenenti ad aree interne, ma sarebbero state escluse 15 Amministrazioni solo per alcune ‘alchimie’ di carattere burocratico, pur avendo tutte le caratteristiche di Comuni di area interna. Abbiamo dunque predisposto un piano di finanziamento con un cronoprogramma in modo da consentire a tutti di poter avviare i lavori in tempi rapidi. È necessario, però, ricevere con estrema celerità le documentazioni richieste per sottoscrivere il piano di investimenti con il Ministero di Sviluppo e Coesione, quale atto aggiuntivo al ‘Patto per lo sviluppo della Calabria’ e dare corso alle convenzioni con le ammnistrazioni entro il prossimo mese di dicembre”. Il presidente Oliverio ha anche ricordato che “in questa legislatura è stato inaugurato un sistema che prevede che siano proprio i Comuni i principali soggetti attuatori della programmazione comunitaria e nazionale. Un sistema nuovo, è vero – ha detto il Governatore – che sta diventando virtuoso e che ci ha consentito anche di essere efficaci finora nella spesa comunitaria. Proprio ieri abbiamo ricevuto dalla Commissione europea la comunicazione della revoca dell’interruzione dei termini di pagamento sul Por Calabria e la conferma della premialità di 143 milioni di euro per aver superato i target di spesa. Se riusciremo a mantenere questi standard, anche a dicembre, la Calabria beneficerà di ulteriori risorse pari a 43 milioni. Ricordo che lo sblocco dei pagamenti è avvenuto dopo che la Commissione europea ha verificato in maniera dettagliata tutti i progetti messi in cantiere in questi anni. Un’indagine radiografica che ha evidenziato che la Calabria è in perfetta regola. E non come avveniva in passato quando le risorse non si spendevano, andando perse o, nella migliore delle ipotesi, venivano riutilizzate in progetti sponda che vedevano la luce soltanto dopo 10 anni. Questo, in una terra come la Calabria, non ce lo possiamo più consentire”. Il dirigente generale ai Lavori pubblici, Domenico Pallaria, ha spiegato, da parte sua, quale sarà il programma di finanziamento. “I Comuni fino a 1.100 abitanti – ha detto – beneficeranno di un massimo di risorse pari a 50 mila euro; quelli non oltre i 1.450 abitanti avranno 60 mila euro e i Comuni fino a duemila abitanti otterranno 70 mila euro. Una volta compilate le schede relative agli interventi, redatto un progetto preliminare in forma sintetica e approvata la relativa delibera comunale di Giunta, la documentazione richiesta dovrà essere inviata alla Regione per procedere alla sottoscrizione del programma col ministero e avviare le convenzioni con i singoli Comuni”.
