“Siamo orgogliosi che la Calabria sia la prima regione in Italia ad eseguire quanto previsto dal Consiglio dei Ministri, ancora prima delle regioni alpine tradizionalmente interessate dai fenomeni valanghivi, e con tempi di esecuzione record. E’ un buon segnale per tutti noi”. E’ quanto dichiarato da Domenico Pappaterra, direttore generale dell’Arpacal (Agenzia regionale per la protezione dell’ambiente della Calabria) che martedì mattina, insieme al Colonnello Giorgio Maria Borrelli, Comandante del Comando Regionale Carabinieri Forestale “Calabria”, ha presentato alla stampa i dettagli del protocollo, firmato quest’oggi,che dà il via alla collaborazione tra i due enti per implementare in Calabria il sistema di allertamento meteo valanghivo curato da Meteomont sull’intero territorio nazionale, gestito dall’omonima sezione della Sala Operativa del Comando Generale dell’Arma dei Carabinieri. Per l’Arpacal sarà il Centro Funzionale Multirischi, diretto da Eugenio Filice, a curare le fasi operative dell’accordo che prevede l’implementazione della rete di sensori in Calabria. Il perché di questo “record” citato dal direttore generale dell’Arpacal sta nella felice coincidenza tra della firma del protocollo d’intesa – sul quale i funzionari del Multirischi ed i militari dell’Arma stanno lavorando da diverso tempo – che giunge a sei giorni dalla pubblicazione, in Gazzetta Ufficiale, della Direttiva del Presidente del Consiglio dei Ministri del 12 agosto 2019, recante “Indirizzi operativi per la gestione organizzativa e funzionale del sistema di allertamento nazionale e regionale e per la pianificazione di protezione civile territoriale nell’ambito del rischio valanghe”. Proprio con questo provvedimento il Governo dispone che tutti i Centri Funzionali delle Regioni italiane stipulino, entro sei mesi dall’emanazione del suddetto DPCM, appositi accordi con Centri di competenza specializzati nel rischio valanghe, tra cui il Servizio Meteomont dei Carabinieri Forestale rappresenta certamente un centro d’eccellenza. Ecco che il Protocollo d’Intesa tra l’Arpacal ed il Comando Carabinieri Forestale Calabria risulta essere il primo accordo di questo genere, siglato tra le Istituzioni che hanno il compito di effettuare il monitoraggio e l’allertamento del rischio valanghe, volto alla salvaguardia della vita e del territorio. “In una terra in cui i fattori di rischio naturale incidono sulla sicurezza di tutti noi – ha detto Pappaterra – quello di oggi è un segnale di grande presenza delle istituzioni. Ed è su questo solco che intendiamo continuare, lavorando insieme per un accordo sulle diverse matrici ambientali che ci vedono collaborare quotidianamente, spalla a spalla, con l’Arma dei Carabinieri”.
