“Non sono assolutamente contrario all’autonomia dei territori, ma ritengo che essa debba servire a mettere in moto un circuito virtuoso e non essere, invece, un ulteriore elemento di penalizzazione e di aggravamento degli squilibri”. Lo ha detto il presidente della Regione, Mario Oliverio, intervenendo ad un convegno sul tema “La storia per il futuro” a Zaccanopoli. “Premetto – ha proseguito Oliverio – che non è mia intenzione sollevare o soffiare su vecchi e nuovi conflitti tra Nord e Sud del Paese”.
“Nell’ attuale contingenza il tema è ben altro, -ha proseguito Oliverio- la necessità di un rilancio della forza e della capacità di competere dell’intero nostro Paese. Sarebbe un errore storico, di grave miopia politica, se si dovessero consegnare interi sistemi territoriali meridionali ad una condizione di abbandono e marginalità. Per questa ragione sono convinto che l’articolo 116 della Costituzione non possa e non debba essere utilizzato come una sorta di grimaldello per accelerare un’accentuazione degli squilibri e delle differenze. Quando si fa una corsa bisogna partire tutti dalla stessa linea di partenza e non scaglionando le partenze discrezionalmente o assegnando vantaggi e penalizzazioni. Oggi, purtroppo, in Italia ci sono regioni, e sono proprio quelle che rivendicano l’autonomia, del cui sviluppo si è fatto carico per un lungo periodo di tempo l’intero Paese, Calabria compresa. Bisogna prima sanare questo squilibrio e adeguare i livelli essenziali delle prestazioni concernenti i diritti civili e sociali agli standard nazionali, poi si potrà parlare di autonomia”. “La negoziazione, quindi -ha aggiunto Oliverio- deve essere complessiva. Non legata soltanto ai crediti vantati dalle regioni, ma anche al debito maturato dal Paese a causa degli investimenti realizzati proprio in quelle aree che oggi rivendicano l’autonomia. Non si può dimenticare che la concentrazione delle risorse al Nord ha prodotto un gap che paga solo il Sud. Faccio un esempio grossolano, per intenderci: la popolazione italiana è concentrata per il 66% nel centro-nord e per il 34% nel Mezzogiorno. A fronte di questo dato le risorse sono così ripartite: al centro-nord vengono assegnate il 71% delle risorse, sei punti in più rispetto alla popolazione; al Mezzogiorno, invece, viene assegnato solo il 28% delle risorse, sei punti in meno che, in termini assoluti significa che il centro-nord riceve ogni anno 61,5 miliardi di euro in più, mentre al Sud la stessa cifra viene decurtata”.
