La procedura d’infrazione per debito eccessivo nei confronti dell’Italia è giustificata, perché la regola del debito “non è stata stata rispettata” nel 2018, nel 2019 e non lo sarà nel 2020: lo scrive la Commissione Ue nel rapporto sul debito italiano. Per Bruxelles il rallentamento economico “spiega solo in parte l’ampio gap” nel rispetto della regola, e la “retromarcia” su alcune riforme pro-crescita del passato, come quella delle pensioni, e il deficit proiettato oltre il 3% nel 2020, rappresentano “fattori aggravanti”. I mercati reagiscono con lo spread Btp-Bund che supera i 280 punti, poi inverte la rotta riportandosi sotto quota 280 punti base. Il differenziale scende a 278 punti base da un massimo di 285, col tasso sul decennale del Tesoro al 2,56%. Per l’Italia, ha detto il vicepresidente della Commissione Ue Valdis Dombrovskis, esiste un “cammino per la ripresa, altri lo hanno già intrapreso”, e prevede di “non spendere quando non c’è spazio per farlo”. Dombrovskis ha precisato che la procedura non si apre oggi. “Prima devono esprimersi gli Stati membri”, ha rileveato, ricordando che la questione va al di là della procedura, perché “la crescita è quasi al palo”. Il premier Giuseppe Conte, dal Vietnam, assicura che farà di tutto per evitare la procedura europea. “I dati 2018 per l’Italia sono problematici su due fronti: invece di essere ridotto, il debito sale da 131% a 132% e il deficit strutturale che avrebbe dovuto calare di 0,3% peggiora di 0,1%, creando un gap di 0,4%. Sfortunatamente anche per il 2019 vediamo un peggioramento dello strutturale, mentre il Consiglio aveva raccomandato uno 0,6% di miglioramento e le autorità italiane si erano impegnate a dicembre a non peggiorarlo”: ha affermato il commissario agli affari economici Pierre Moscovici, aggiungendo, tuttavia: “La mia porta resta sempre aperta. Siamo sempre pronti ad ascoltare”
